On December 17, 2009, the 2008 Pilot Workshop for 100 Innovative Enterprises in the Zhongguancun Science Park, jointly hosted by the Ministry of Science and Technology, the Chinese Academy of Sciences, and the Beijing Municipal Government, was solemnly held at the Beijing Convention Center. The conference received high attention from leaders at all levels. Li Xueyong, Party Secretary and Vice Minister of the Ministry of Science and Technology; Liu Qi, Secretary of the Beijing Municipal Party Committee; Guo Jinlong, Mayor of Beijing; Gou Zhongwen, Vice Mayor; Zhao Fengtong, Member of the Standing Committee of the Beijing Municipal Party Committee and Party Secretary of the Zhongguancun Administrative Committee; and Bai Chunli, Executive Vice President of the Chinese Academy of Sciences—among other government leaders—personally attended the conference and delivered important speeches. The “100 Innovative Pilot Enterprises in Zhongguancun” initiative was jointly launched by the Beijing Municipal Government, the Ministry of Science and Technology, the Chinese Academy of Sciences, and the Zhongguancun Science Park. It aims to strengthen the demonstration role of enterprises in independent innovation and promote the development of an innovation system within the park that is enterprise-led, market-oriented, and integrates industry, academia, and research. This year marks the third year of the pilot program for these 100 innovative enterprises. At the meeting, He Yan, a member of the Party Leadership Group and Deputy Secretary-General of the Chinese Academy of Sciences, read out the list of the third batch of 100 innovative pilot enterprises in the Zhongguancun National Independent Innovation Demonstration Zone. Mei Yonghong, Director of the Policy and Regulations Department of the Ministry of Science and Technology, announced the “Several Measures to Support the Strengthening and Expansion of the 100 Innovative Pilot Enterprises in Zhongguancun” (hereinafter referred to as the “Measures”). According to the “Measures,” the three parties will jointly establish special funding programs for various technological fields, providing support for pilot enterprises in areas such as technological R&D, comprehensive financing, market development, talent recruitment, industrialization support, green approval procedures, and demonstration projects. The initiative also seeks to explore and establish a coordinated support mechanism through which the government can provide integrated support for major projects undertaken by the pilot enterprises.
